TORRIJOS & ASOCIADOS was founded in 1992 by the late Dr. Hugo Torrijos Richa ✝, renowned expert and specialist in maritime law, who for more than 10 years served as General Director of the former Panama´s Directorate of Consular Maritime Affairs, known today as the Panama Maritime Authority. During Dr. Torrijos’ tenure, the Panamanian ship registry grew into the world’s largest open registry, earning him recognition as “principal architect of modern Panamanian shipping" from Fairplay Magazine.

The maritime activity in our country is governed by the General Law of Merchant Marine (Law No. 57 of 6 August 2008) which establishes measures to optimize and benefit the fleet of ships previously registered or to be registered by providing several incentives such as absence of nationality requirements concerning the ownership of the vessel, reasonable registration fees, special discounts, and legislation favorable to ship-owners.

The International Merchant Marine Registry of Belize (IMMARBE), with headquarters in Belize City, governs its ship registry by means of the Registration of Merchant Ships Act of 1989, as amended in 1996.


It is important to highlight that the Belize Flag has been placed on the IMO White List, and the Registry attained ISO 9001-2000 Certification. In 2007, for the second consecutive year, IMMABRE was appointed by the United States Coast Guard for the Quality Shipping for 21st Century (QUALSHIP 21) Program.


IMMARBE offers the advantage of operating through a network of Designated Offices around the world. These offices are empowered to issue documentation relevant to ship registration, among many others.
